SAN ANTONIO – Animal Care Services in San Antonio released statistics on Tuesday regarding weather-related incidents.
Since Dec. 1, 2024, ACS has received over 330 calls for incidents where weather has played a factor.

ACS has issued 71 criminal citations to pet owners since Dec. 1, 2024, for violations of the city’s zero-tolerance policy on cold-weather pet neglect.
The department said 47 of those 71 criminal citations were issued over the past two days.
City and state laws require pet owners to provide proper shelter and prohibit using unsuitable tethers, such as chains, for outdoor pets.
A pet owner breaks city and state law when they leave their pets in freezing temperatures at 32 degrees Fahrenheit or below, the agency said.
“Anyone who fails to provide proper, humane shelter or who uses unsuitable tethers risks receiving criminal citations,” according to an ACS statement.
