On Sunday, I delivered the 2025 State of the State address outlining my blueprint to build a stronger Texas. This is the message I shared:
It means something to be a Texan. No state offers the opportunity that Texas provides, which is why our state is the blueprint for America’s future.
Texas is the most powerful economy in America and the 8th largest economy in the world. Ranked as the Best State for Business for 20 years, Texas is also:
→ #1 for most new jobs → #1 for economic development → #1 state to start a new business
Business is booming. With the launch of the new Texas Stock Exchange, we’re laying the groundwork to become the financial capital of America.
Texas also leads in critical sectors like oil and gas, electric power generation, technology, agriculture, and so much more.
God has blessed Texas. The state of our state has never been better. But there’s more work to be done to ensure prosperity and freedom reaches every Texas family and business.
Last session, we slashed property taxes. But for many Texans, those tax cuts were wiped out by local taxing authorities. I’m calling for at least $10 billion in NEW property tax relief and to close local tax loopholes. No voter approval, no new taxes.
To address housing affordability, I am also proposing a one-year tax exemption on home improvements – because your home should be a place that works for you.
As Texas grows, so too must our water and electric power infrastructures.
Last session, we invested $1 billion in water projects and infrastructure. This session, we will Texas-size that investment to put Texas on a path to have plenty of water for the next 50 years. This generational investment in water is so important, I made it an emergency item this session.
We’re also making sure our supply of electric power meets the needs of our growing state. Our grid is stronger than ever, but we’re not stopping there. It’s time for Texas to lead a nuclear power renaissance to ensure reliable power for the future!
Texas is #1 in so many ways, but it’s time we are #1 for educating our children, Friend.
That’s why I made school choice a TOP priority this session.
But it doesn’t stop there. I’m also pushing for teacher pay raises and expanded career training opportunities while keeping our schools focused on education, not woke indoctrination.
Additionally, I propose at least $500 million more for school safety.
No one can benefit from a better education or a booming economy if they are not safe.
I launched Operation Lone Star with the Texas Legislature 4 years ago to combat the Biden-Harris Administration’s open border policies. I declared an invasion at our southern border, designated Mexican drug cartels and violent Venezuelan gang Tren de Aragua as foreign terrorist organizations, and built border barriers. Our efforts reduced illegal crossings into Texas by more than 85%.
Finally, we have a President who will partner with us. Texas is assisting the Trump Administration with arresting, jailing, and deporting illegal immigrants.
Sadly, criminal illegal immigrants have taken the lives of innocent Texans, like 12-year-old Jocelyn Nungaray. Justice for Jocelyn demands action. I demand legislation imposing the death penalty on anyone convicted of murdering a child like Jocelyn in Texas.
Texas is a law-and-order state. I made bail reform an emergency item this session to ensure we keep violent criminals off our streets and our communities safe.
Lastly, I will work with the Texas Legislature to develop measures to protect Texas from foreign threats and secure our elections. Here’s how:
→ Create the Texas Cyber Command to defend our state against cyberattacks on our critical infrastructure and communications.
→ Safeguard our elections so that only U.S. citizens can register and vote in Texas.
Texas is stronger, safer, and more prosperous than ever before, but it’s only possible it stays that way if we work together to make it happen, Friend.
Ultimately, our task is to be guardians of freedom. I look forward to working with the Texas Legislature this year to make this vision a reality.

My wife Cecilia, the first Hispanic First Lady of Texas, our daughter, Audrey, and I – plus our three Golden Retrievers, Peaches, Pancake, and Honey Butter Chicken Biscuit – love this great state and are proud to call it home. My life is defined by public service, and I’m honored to continue to serve as your Governor.
