The City of San Antonio will host several town halls this month to discuss the proposed Fiscal Year 2023 budget, which totals $3.4 billion.
The proposed budget includes rebates for CPS Energy customers, a property tax rate cut, pay bumps for employees, and improvements for infrastructures and facilities, including libraries and parks.
If the budget is approved, CPS Energy customers would receive about $50 million — $5 million for the utility’s assistance program for low-income customers and $45 million for customers.
The $45 million would be distributed in the form of a credit in customers’ October bills and be based on their energy usage in July. The city says the average residential customer would get $31 back.
The proposed budget also includes adding a third terminal to the San Antonio International Airport and improving the Henry B. Gonzales Convention Center and Alamodome.

The budget will be decided on in mid-September, but before that happens, citizens have the opportunity to learn more and share feedback with their councilmembers.

The proposed budget is an increase in approximately $279 million from the $3.1 billion FY 2022 adopted budget.
Of the proposed budget, $1.5 billion is in the general fund, $64 million is in the capital budget and $1.2 is in restricted funds.
“The budget proposes to put money back in the pockets of our residents and invests in the retention and recruitment of our City employees who are essential in providing City services,” City Manager Erik Walsh said in the release. “The proposed budget reflects both City Council and community priorities, and the City’s commitment to make San Antonio more resilient and vibrant. I look forward to talking with our residents about the proposed budget at our upcoming town hall meetings.”
