A look at Texas private toll roads

   

Texas has five private toll roads, including three in North Texas that are majority-owned by a European conglomerate, Cintra Concesiones de Infraestructuras de Transporte S.A.

Cintra U.S. is based in Austin and manages the company’s operations in Texas, including two toll roads in Fort Worth and one in Dallas. North Tarrant Express Mobility Partners, or NTE, is Cintra’s subsidiary that manages the Fort Worth toll road that was the site of the Feb. 11, 2021 deadly 130-car pileup.

Why This Story Matters
Millions of Texans rely on toll roads daily in a state that has built more paid thoroughfares over the past two decades than almost all U.S. states combined. The affordability, safety and management of these roads impact us all, especially as some leaders admit more are likely coming to handle substantial growth through the state and in North Texas.

NTE designed, built and financed the $1.6 billion toll lanes, as well as the reconstruction of its general use lanes, frontage and main lanes.

A toll road in Austin also was previously owned by Cintra but has since passed ownership to SH 130 Concession Company LLC.

A toll road in Houston is owned by Blueridge Transportation Group LLC, but TxDOT ended its contract with the company this month and is in the process of taking control.

Here is a look at the state’s five private toll roads:

Austin project

State Highway 130 is a four-lane, 91-mile highway east and south of Austin. The southern section of the road, which consists of 41 miles, is a toll road.

Total project cost: $1.3 billion

Dallas project

LBJ Express/Interstate 635 is a 13.3-mile stretch of Dallas toll road that runs west of Interstate 35E (near Luna Road) to just east of U.S. 75 (near Greenville Avenue) and south on I-35E from I-635 to Loop 12.

Total project cost: $2.6 billion

Fort Worth project

North Tarrant Express I-820 and State Highway 121/183 involved a 13-mile expansion along Interstate 820 and State Highway 121/183 from Interstate 35W to SH 121 split, in Tarrant County.

Total project cost: $2.1 billion

North Tarrant Express Interstate 35W spans 18 miles in Fort Worth and includes improvements on Interstate 35W from Interstate 30 to Eagle Parkway in Tarrant and Denton counties.

Total project cost: $1.6 billion

Houston project

State Highway 288 toll lanes project is a 10.3-mile stretch of toll lanes and general purpose lanes along the SH 288 corridor, a 61-mile highway between Houston and the Gulf of Mexico.

Total project cost: $1 billion
