Fernando Peralta-Berrios was arrested Monday in the May 16 crash, which happened in the 8600 block of eastbound Texas 183/Airport Freeway, which is near the Northeast Loop 820 split, according to a police news release.
A 911 caller had reported that a vehicle hit a pedestrian and then drove away.
