Governor Greg Abbott today announced that the U.S. Small Business Administration (SBA) has approved his request for a disaster declaration in communities affected by the recent flooding in North Texas.Governor Greg Abbott today announced that the U.S. Small Business Administration (SBA) has approved his request for a disaster declaration in communities affected by the recent flooding in North Texas.

"This disaster declaration ensures Texans impacted by last month's flooding are able to receive the support and assistance needed to recover and move forward," said Governor Abbott. "I thank the Texas Division of Emergency Management for working with the SBA to determine Texas' assistance eligibility for the long-term, low-interest loans now available to Texans. The State of Texas will continue working non-stop to help North Texas residents and businesses rebuild and recover from economic injury and physical damage caused by the flooding."

The SBA granted access to its Home Disaster Loans, Business Physical Disaster Loans, and Economic Injury Disaster Loan (EIDL) program. Counties included in the declaration are Dallas and its contiguous counties: Collin, Denton, Ellis, Kaufman, Rockwall, and Tarrant.

Governor Abbott submitted the disaster declaration request on September 13 following the completion of damage assessments by local, state, and federal officials, as well as a review of damage assessment information provided by Texans utilizing the Individual State of Texas Assessment Tool (iSTAT).

Applicants may apply online, receive additional disaster assistance information, and download applications at disasterloanassistance.sba.gov. Governor Abbott Announces Over $64,000 TWC Career Training Grant To Bells Independent School District

Governor Greg Abbott today announced a Jobs and Education for Texans (JET) grant from the Texas Workforce Commission to support career training at Bells Independent School District (ISD).Governor Greg Abbott today announced a Jobs and Education for Texans (JET) grant from the Texas Workforce Commission to support career training at Bells Independent School District (ISD). The grant of more than $64,000 will help the district's high school purchase and install equipment to train students for careers in welding technology.

"The State of Texas continues to support opportunities for the next generation to develop the skills needed to succeed in Texas' world-class workforce," said Governor Abbott. "By training students in high-demand industries, the Texas Workforce Commission and partners are investing in Texans and their families, empowering individuals, and supporting Texas' robust economic growth. The workforce of tomorrow begins with today's students."

"Congratulations to Bells ISD for receiving their first JET grant award," said TWC Chairman Bryan Daniel. "The equipment purchased will prepare students to begin a career in the high-demand welding industry upon high school graduation. Employers across the Lone Star State will benefit from the newly trained workforce for years to come."

TWC Commissioner Representing Employers Aaron Demerson presented the JET award to Bells ISD at a ceremony today that included local officials, school personnel, and Career and Technical Education (CTE) students.

The grant will prepare an initial cohort of more than 60 students for a career in the welding industry by funding the purchase of welding equipment and booths to practice arc welding methods. The welding classroom will allow students to participate in hands-on training to gain experience. The equipment funded through these grants will be used to train more students in the future.


Through funding provided by the Legislature each biennium, TWC uses JET grants to defray start-up costs to develop CTE programs for public community, state and technical colleges, school districts, and charter schools. Equipment funded through JET grants must be used to train students for jobs in high-demand occupations.

WHEREAS, I, GREG ABBOTT, Governor of the State of Texas, issued a disaster proclamation on March 18, 2022, as amended and renewed in a number of subsequent proclamations, certifying that the wildfires which began on February 23, 2022, posed an imminent threat of widespread or severe damage, injury, or loss of life or property in Andrews, Aransas, Archer, Bee, Bell, Blanco, Borden, Bosque, Brewster, Brooks, Brown, Cameron, Coke, Coleman, Comanche, Concho, Cooke, Crane, Crockett, Culberson, Dawson, Dimmit, Duval, Eastland, Ector, Edwards, Erath, Gaines, Garza, Grayson, Hemphill, Hidalgo, Hood, Howard, Hudspeth, Jeff Davis, Jim Hogg, Jim Wells, Kenedy, Kimble, Kleberg, Live Oak, Martin, Mason, Maverick, McCulloch, Medina, Menard, Midland, Nueces, Palo Pinto, Parker, Pecos, Potter, Presidio, Randall, Reagan, Real, Refugio, Roberts, Runnels, Starr, Taylor, Terrell, Tom Green, Upton, Wichita, Willacy, Williamson, Winkler, Wise, Zapata, and Zavala counties; and

WHEREAS, those same conditions continue to exist in these counties;

NOW, THEREFORE, in accordance with the authority vested in me by Section 418.014 of the Texas Government Code, I do hereby renew the disaster proclamation for the counties listed above.

Pursuant to Section 418.017 of the code, I authorize the use of all available resources of state government and of political subdivisions that are reasonably necessary to cope with this disaster.

Pursuant to Section 418.016 of the code, any regulatory statute prescribing the procedures for conduct of state business or any order or rule of a state agency that would in any way prevent, hinder, or delay necessary action in coping with this disaster shall be suspended upon written approval of the Office of the Governor. However, to the extent that the enforcement of any state statute or administrative rule regarding contracting or procurement would impede any state agency's emergency response that is necessary to protect life or property threatened by this declared disaster, I hereby authorize the suspension of such statutes and rules for the duration of this declared disaster.

In accordance with the statutory requirements, copies of this proclamation shall be filed with the applicable authorities.

Governor Abbott Requests Federal Assistance After North Texas Flooding

Governor Greg Abbott today requested a disaster declaration from the U.S. Small Business Administration (SBA) for Texas communities affected by last month's major flooding in North Texas.Governor Greg Abbott today requested a disaster declaration from the U.S. Small Business Administration (SBA) for Texas communities affected by last month's major flooding in North Texas. An SBA designation would make federal disaster assistance available for those impacted in Dallas County and its contiguous counties: Collin, Denton, Ellis, Kaufman, Rockwall, and Tarrant.

"The State of Texas continues working to ensure Texans impacted by flooding last month are able to receive the assistance and support needed to recover," said Governor Abbott. "If approved, Dallas County and surrounding North Texas residents and businesses would be able to access long-term, low-interest loans through the SBA to cope with economic injury and physical damage to homes and businesses. I thank TDEM for working with the SBA to determine the state's assistance eligibility, and I look forward to the SBA helping Texans recover and move forward."

Last week, Governor Abbott directed the Texas Division of Emergency Management (TDEM) to begin discussions with the SBA and share necessary documentation to determine Texas' eligibility for assistance following last month's flooding in North Texas. Local, state, and federal officials have completed damage assessments in North Texas, which verify that Dallas County meets the federally required thresholds for SBA assistance. Officials have also reviewed damage assessment information provided by Texans utilizing the Individual State of Texas Assessment Tool (iSTAT).

If approved, the program would provide long-term, low-interest loans through the SBA's disaster grant programs to qualifying Texans whose homes and businesses sustained damage.
