Pepper Square rezoning vote clears way for redevelopment

A years-long effort to redevelop the Pepper Square shopping center in Far North Dallas with hundreds of apartments and new retail space has taken a major step forward.

Dallas City Council voted March 26 to change the zoning for the roughly 198,000-square-foot strip mall at the southeast corner of Preston Road and Belt Line Road, a milestone for this specific project — and in the wider debate about the redevelopment waves coursing through this fast-growing region.

Henry S. Miller Co, the developer behind the redevelopment project, seeks to transform the aging retail property into a mixed-use development with nearly 1,000 apartments and at least 35,000 square feet of retail and personal service use. Plans call for a 12-story high-rise.

The rezoning case has been the subject of a long, controversial debate. More than 30 individuals signed up to speak about the rezoning at council. Supporters of the project advocate for denser development along busy Preston Road, while critics worry about traffic, privacy and safety, resulting in project delays and legal challenges.
