“The State of Texas is working to ensure the transportation needs of our fast-growing state are met and that the safety of Texans on the roadways is protected,” said Governor Abbott. “TxDOT’s 2023 Unified Transportation Program is a critical step toward addressing the diverse needs of Texans in rural, urban, and metropolitan communities. This 10-year plan to address transportation needs statewide and dedicate $85 billion to improve roadways will be a huge boon to our state’s infrastructure and booming economy. As more people move to Texas and businesses grow across the state, we are working together to make sure Texans’ transportation safety and mobility are secured and businesses can flourish for generations to come.”

“The UTP reflects a continued focus on improving transportation safety as the top priority, maintaining our current system, addressing traffic congestion, and improving statewide connectivity over the next decade,” said TxDOT Commission Chairman J. Bruce Bugg, Jr. “Additionally, we are making significant progress in addressing congestion in our busiest parts of the state through our Texas Clear Lanes initiative, which improves top chokepoints in our largest metro areas.”

“Texas’ rapid growth reinforces the importance of investing in transportation to efficiently move both people and freight across our diverse state,” said TxDOT Executive Director Marc Williams. “TxDOT is working hard to not only build the new roads and transportation capacity Texas needs, but to maintain the more than 80,000 miles of roads and other transportation infrastructure under our care.”

The UTP funds will coincide with an additional $32 billion over the life of the program for routine maintenance contracts and project development, such as planning, professional engineering, and right-of-way acquisition for more than 7,000 transportation projects and a total investment of $117 billion statewide.

Many projects in the UTP plan are roadway segments identified on Texas’ 100 Most Congested Roadways list and critical connectivity corridors. The projects will be funded through legislative and voter-approved initiatives that allocate portions of oil and gas taxes, sales taxes, and other money to the state highway fund. These initiatives have increased the UTP over $50 billion over the 10-year period, with $34.3 billion in projects approved in the 2014 UTP in August 2013. With rural regions of the state supporting the critical energy and agricultural industries, the approved plan includes a historic increase in funding to $14 billion for projects in rural areas.

The $8.5 billion of average annual investment programmed in the UTP over the next 10 years is expected to yield an estimated $15.5 billion per year in economic benefits, according to the Texas A&M Transportation Institute. These benefits are a result of increased labor income and business output, as well as the addition of 58,500 direct and indirect jobs.

The UTP is a planning document that authorizes highway projects for development and construction. Additionally, the UTP identifies public transportation, maritime, aviation, and rail investments. Projects are selected by TxDOT and local transportation leaders based on effectiveness in addressing criteria such as safety, pavement condition, capacity, and rural connectivity, with opportunities for public input at both the state and local levels.

As deadly drugs like fentanyl pour across President Biden’s open borders, the Governor reiterated that the State of Texas is working to fight the epidemic and announced new initiatives to combat the opioid crisis. Governor Abbott also announced his support for passing a law that would ensure dealers who provide drugs laced with deadly opioids are charged for murder when their product poisons innocent Texans.

“Even though some of the friends and family members we have honored here tonight are no longer with us, they are never gone,” said Governor Abbott. “Sadly, this is a phenomenon that can be prevented if we all work together and if our federal government gets serious about protecting its citizens by securing our border. Substance abuse is a lifelong battle for many. We should muster every tool and every effort to help our fellow Texans negotiate the perils of addiction and emerge drug-free and healthy.”

Addressing the crowd of more than 300, Governor Abbott noted that in Texas nearly 1,700 fentanyl-related deaths were reported in 2021 alone. As part of an ongoing effort to combat the epidemic, the Governor signed a law last year that increases criminal penalties for making or distributing fentanyl.

Governor Abbott announced new initiatives to combat drug overdoses in Texas, such as expanding access to opioid overdose treatment Narcan so that more Texans have access to the lifesaving drug and exploring a coordinated statewide substance abuse recovery program. The Governor also presented M-COPE with a proclamation recognizing August 31 as International Overdose Awareness Day.

Prior to addressing event attendees, Governor Abbott met with M-COPE Directors Sarah Hall, Sherry Barton, Kathy Posey, and Kimberly Rosinski, who have each lost a son due to accidental overdose, to discuss their organization’s ongoing efforts to combat drug overdoses and help those who have lost a loved one to overdose. The Governor was joined at the event by Montgomery County Judge Wayne Mack, County Lieutenant Brian Luly, and County Sheriff Rand Henderson.

M-COPE is an advocacy group of parents, spouses, siblings, children, and friends who have been affected in some way by overdose. M-COPE educates and brings awareness to substance use disorders and growing overdose deaths to help prevent drug-related loss in the community.

Governor Abbott Holds Statewide Weather Briefing As Excessive Rain, Flash Flooding Threatens Texas

Additionally, Governor Abbott spoke directly with Cameron County Judge Eddie Trevi?o, Jr., Hidalgo County Judge Richard Cortez, El Paso Deputy City Manager Mario D’Agostino, and Amarillo Mayor Ginger Nelson to discuss any needs their communities might have and to reiterate actions the state has taken to support any local response that is necessary.

“I urge Texans to remain alert about changing weather conditions, take the active weather threats seriously, and heed the guidance of local officials as storms bringing rain and flood concerns push through our state,” said Governor Abbott. “The State of Texas is using all means necessary to support local community efforts to protect life and property, and it’s essential that communities across the state take proactive measures to keep all Texans safe.”

During the call, Governor Abbott reminded local officials and first responders that the State of Texas remains ready to ensure all needs are met across Texas and continues to do everything possible to help local communities. The Governor also underscored the importance for Texans to keep a watchful eye on unexpected swift flowing rivers that may put lives at risk.

Yesterday, Governor Abbott directed the Texas Division of Emergency Management (TDEM) to mobilize state resources to assist Texas communities that are expected to receive heavy rain and flooding through the coming week.

The National Weather Service is forecasting a threat of heavy rainfall and flash flooding in parts of West Texas, South Texas, and the Panhandle into the start of the week. Increased risk of excessive rainfall and flash flooding extends to the northern half of the state next week. Severe storms are possible in some areas, with potential for damaging winds and large hail.

TDEM has coordinated the pre-positioning of more than 250 personnel and more than 100 pieces of response equipment. The following state assets have been staged across the state for activation as warranted:

Texas Parks and Wildlife Department (TPWD): 2 Search & Rescue Boat Teams

Texas National Guard: 3 Helicopters and 3 Ground Transportation Companies totaling more than 60 vehicles and more than 150 personnel
Texas Emergency Medical Task Force (TX-EMTF): 2 Severe Weather Packages including ambulances, ambulance buses, and emergency medical service personnel

Operation Lone Star Provides Vital Relief To Overrun Border Communities

Governor Greg Abbott, the Texas Department of Public Safety (DPS), and the Texas National Guard are continuing to work together to secure the border, stop the smuggling of drugs, weapons, and people into Texas, and prevent, detect, and interdict transnational criminal behavior between ports of entry.Governor Greg Abbott, the Texas Department of Public Safety (DPS), and the Texas National Guard are continuing to work together to secure the border, stop the smuggling of drugs, weapons, and people into Texas, and prevent, detect, and interdict transnational criminal behavior between ports of entry.

Since the launch of Operation Lone Star, the multi-agency effort has led to more than 296,000 migrant apprehensions and more than 18,700 criminal arrests, with more than 16,000 felony charges reported. In the fight against fentanyl, DPS has seized over 326 million lethal doses during this border mission.

Texas has also bused over 7,000 migrants to our nation’s capital since April and over 900 migrants to New York City since August 5. The busing mission is providing much-needed relief to our overwhelmed border communities.

Operation Lone Star continues to fill the dangerous gaps left by the Biden Administration’s refusal to secure the border. Every individual who is apprehended or arrested and every ounce of drugs seized would have otherwise made their way into communities across Texas and the nation due to President Biden’s open border policies.

Governor Abbott countered New York City Mayor Eric Adams’ baseless claims of Texas’ handling of bused migrants on ABC News’ Nightline. The Governor emphasized that the crisis along America’s southern border is the result of President Biden’s open border policies, which have led to the highest-ever recorded illegal border crossings.

“Frankly, I don’t know of a larger crisis facing our country right now,” said Governor Abbott. “Before we began busing migrants to New York, it was just Texas and Arizona that bore the brunt of all the chaos and problems that come with it. Now, the rest of America can understand exactly what is going on.”

“In the United States, there is a legal pathway that people can pursue to become a legal immigrant into the country,” Governor Abbott said. “The problem is that President Biden is not enforcing what that standard is. When the rule of law is abandoned, it leads to the chaos that we’re seeing.”

Governor Abbott discussed the ongoing border crisis with El Paso’s KFOX and called New York City officials’ criticism of migrant buses arriving from Texas “hypocritical” because of the city’s self-identified sanctuary city status. The migrant busing mission is providing crucial relief to Texas’ local border communities, which are being overwhelmed with migrants dropped off by the federal government.

“It’s disingenuous because before I began busing migrants up to New York, President Biden was flying planeloads of these migrants into the city,” Governor Abbott said. “What Texas is doing is just a fraction of what President Biden was doing, but you never heard them complain before.”

A Texas National Guard platoon leader described recent night operations in the Laredo area in which one group attempted to illegally cross into Texas but was interdicted in partnership with DPS. The group of illegal immigrants was apprehended in a residential area of the border city. Soldiers have noticed illegal border crossings in the area are typically attempted by groups of young men, ages 18 to 25 years old.

“We tracked them in on foot and had drones looking at them,” the solder said of the recent encounter. “I think we’re down here really making a difference.”

As part of Operation Lone Star, the Texas National Guard and DPS work together for a greater impact on curtailing criminal activity in Texas’ border region.

“In past years, we’ve worked the border, but we’ve never had the Texas National Guard involved as we do today, which has been a great asset to our department and the State of Texas,” said DPS Sgt. Juan Maldonado. “We’re doing a good job of keeping them from coming into the city, where it could affect not only the citizens but also the schools of the communities.”

Texas National Guard Apprehend Illegal Immigrants Crossing While Patrolling River

Texas National Guard soldiers apprehended five illegal immigrants crossing the Rio Grande River during a recent patrol of the area at dawn. The Tactical Response Unit (TRU) rounded a bend on the river and spotted a typical sign of illegal traffic, a ripple echo through otherwise calm waters.

“We came upon a raft that dropped off suspected illegal immigrants at a known point we call ‘chicken landing,'” said Sgt. Noel Castillo, a member of the TRU team. “We caught up to the five individuals, who did not run up the bank, and prepared to transfer over the detainees into Border Patrol custody.”

Three additional illegal immigrants still in the raft turned around and returned to the Mexico side of the river, which is the best outcome for the TRU team when they encounter would-be illegal immigrants, according to Castillo.
