Mexico’s top diplomat says Texas border buoys are on Mexico’s side, presses US to act

WASHINGTON — Mexico’s top diplomat asserted Thursday that Texas has installed its anti-migrant buoys on her country’s side of the Rio Grande, airing the grievance with top U.S. officials.
